As part of the Communications and Public Engagement Team, the Community Development Specialist leads Community Engagement Markets throughout Buncombe County and creates opportunities for meaningful, two-way public engagement on key initiatives. To be successful in this role, the candidate needs strong interpersonal skills, experience in community engagement or development experience, an unwavering commitment to diversity, equity and inclusion and the ability to maintain a flexible schedule in both group and independent work settings. The candidate will also need to be able to confidently interface with all communities, whether in person or in a digital setting.

Essential Functions of the position:

Perform community outreach with low income, racially, culturally or ethnically diverse citizens in their communities. Requires being dependable, organized, and task-oriented, with perseverance and excellent follow-through who relates well to people within the identified community
Communicate with a wide range of community members and organizations, both orally and in writing
Have access to and demonstrate proficient computer skills, including data entry, word processing and spreadsheet usage, to document and report Community Navigator duties
Initiative and ability to work independently or with little supervision
Ability to maintain professional boundaries with consumers
Possess broad knowledge of community resources and initiative to locate and expand knowledge base of formal and informal resources
Ability to identify and address barriers that prevent consumers from accessing services
Attends and leads various meetings and work groups.
Manage related grants.
Liaisons between the agency and community with a focus on economic opportunity.
Facilitate evaluation of community efforts as it relates to County strategic objectives.
Performs other related duties as assigned.

Minimum Education, Training and/or Experience:
Bachelor’s degree in a related field and three (3) year of experience in a field related to the specific program assignment; or an equivalent combination of education and experience.

Knowledge, Skills, Abilities:
Ability to amplify community effort to improve health and safety and increase resiliency.
Ability to provide community members and partners with coaching, education, and/or training when appropriate.
Ability to map out the community’s resource grid and connect activities to resource and align efforts.
Knowledge of evaluation techniques to demonstrate effectiveness of initiatives.
Knowledge of reporting using the RBA model and developmental evaluation.
Knowledge of all agency programs and services
